Annual Report 2024-25

Our 2024-25 annual report acquits against the areas outlined in s427 of the Mental Health and Wellbeing Act 2022 and outlines the Commission’s performance in delivering its statutory functions over the past year.

The tabled report has been published and is available below. We’ve also published an amended copy below and included an addendum that clarifies the categories and associated assessment of the progress in implementing the recommendations of the Royal Commission into Victoria's Mental Health System. This does not change the substance of the report but provides a more current representation of the categories.

The report highlights our work to elevate lived experience, uphold rights and oversee system performance. It reflects our ongoing commitment to supporting consumers, families, carers, supporters and kin, service providers, and all other sector partners across Victoria’s mental health and wellbeing system.

Some key highlights -

  • We received 2,747 new complaints, enquiries and referrals. Complaints accounted for approximately 74% of all matters received by the Commission over the reporting period.
  • Commonly raised issues included treatment (46%), communications (30%) and medication (24%).
  • Services reported 207 service improvements made in response to individual complaints.
  • Our first monitoring review resulted in a series of actions to strengthen ongoing system oversight. The annual report also reviews progress in implementing the recommendations of the Royal Commission.
